I received a notice saying that TDS certificate has not been downloaded after filing TDS return and hence I might be liable to penalty.
However, when I am trying to download the certificate, it says - Not available. This is because I deducted TDS from payment to a foreign company, which does not have a PAN in India and hence no PAN was quoted in the return.
How do I resolve this? How to download the certificate to avoid penalty.
