For supply and fixing of glass films( Only Films) for hospital (NPO).Two bills having a value of Rs.1,20,000/- for both material and service , bill consists of VAT .And there is no work order for that. Can TDS would be deducted or not? If yes or no under which section?
I don't think TDS will apply. It is a normal sale-purchase transaction.

you should deduct tds as pr section 194C
