TDS Calculation and PF Deduction

As I am a novice, I have a dumb question.

Gross Salary = X

PF Deduction = Y

Is TDS calculated after PF deduction i.e on X-Y or before PF deduction i.e on just X?

Please clarify.

If such pf contribution can be claimed as deduction u/s 80c, then TDS on net amount else on gross.
