Logically it is the other way round. I think a State RTC is Government and if you hire a bus from the State RTC you are not to deduct TDS from what you pay to them. If they are paying a private bus owner to deploy a private bus on their stage carriage rout, they will deduct tax u/s 194C and then pay the private bus owner.
