Quick Summary
This discussion clarifies whether Tax Deducted at Source (TDS) is applicable when a company pays a government employee for monitoring services. The employee in question is appointed by the government and their salary is paid through the government treasury, not the company's payroll. The consensus is that if the government is the entity paying the salary, then they are responsible for deducting TDS, not the company engaging their services.

The Appointed Person is on your payroll or Government payroll, As you had mentioned salary will be paid from Govt Treasury -?
If he/ she is on your payroll and you are any Pvt Ltd or Ltd then TDS required to be deducted by you, as per income tax slab rates.
If CG/SG/Local Authority is paying then they will deduct tds.
