what is the tds rate on payment to non resident on sale of immovable property and what is the surcharge rate if the payment exceeds one crore? please tell me the overall tds rate to be applied on deduction including surcharge and cess.

There is no need to deduct to TDS because such income is not chargeable to tax . but make applications to respective AO in section 195
