My employer has made a payment to a charitable foundation for the services provide by them related to cancer detection program. This was a joint program by the employer with the former. The service was free charge to the participants .Is TDS to be made on the payment? If yes,the applicable section ?

If it was sponsorship to the programme, no TDS liability! otherwise TDS on contract u/s. 194C
