we last previous year deducted payment to supplier for supply of goods above 50 lacks under 194Q. now that same supplier supply to us this year ,so we will deduction TDS whether beginning or above 50 lacs bill value.

You have to consider the amount in excess of 50lacs.
50lacs limit is per supplier per annum.
So you may get exemption upto 50lacs every year for the purposes of 194Q
