we are manufacutures as well as contractors providing services to A.p. government depatments like apsidc,public health.etc. is it applicable under service tax ???. plese reply me.

You need to specify precisely the nature of services rendered and the contractee. There is no general exemption from service tax on services provided to Govertment undertakings.
