A LTD(transport agency in India) charge transport charges form B LTD( non resident) for goods transfer form US port to Chennai port. is chargeable gst or not?

No tax on freight charges, if its air freight. Air fright from non-taxable area to taxable is currently exempted.
But freight charge for goods transfer from non taxable area to non taxable area
GST chargeable under RCM
