A person has filed the IT Return for AY 2022-23 in July 2022 with Refund. But when return processed, it shows the status ITR processed with Refund Failure.
After that, We have raised the refund reissue in August 2022 and change the Bank account that is validated by Income tax also.
Still, that person has not received the refund and filed grievances also but no solution we got.
Kindly suggest can we revise the return. If yes under what grounds?
No. You cannot file revised return now.
You need to wait for refund,
Also check if any issue raised on portal for change in status.
I have waiting from last 6 months,
I have checked on portal, there is no issue raised

Hope there is no mismatch in TDS claim or AIS reporting data & income declaration in ITR..
