Tax on income earned and received outside india

For AY 2013-14  Mr A is earing and receiving his income outside india (under head salary) and there after remiting it to india (in his own account) in feb 2013 he return to inida do he need to file income tax return for same year

We need to first check the residential status of Mr. a during the said assessment year.
