Is it necessary to register the SEIS license at the Custom port before transferring it to someone especially in view of the online transfer of the same?

It is not registration but is is verification.It is not required to get verified before transfer however,generally is is preferred by the buyer / agent that the same be verified before transfer to avoid future complication,co operation from the seller/agent and money matter .
