No dear.. the 14% rate is excluding swatch bharat cess but including education cess...
No. Its not including ed cess. It is only 14%

14 in inclusive of every thing except swatch cess and this 14% concept come specifically to remove this edutn & secndry cess concept frm service tax .
No..It is not applicable as of now...but whenever it wil be, it will be 14 + 2 i.e. 16 %
Its not just cess on tax amount, it is full fledge tax on value of services.
no swachh bharat cess is not tonitifed till date. so it is not applicable now yet. when notification will come, it will be applicable.
