Is it possible to surrender pan if ITR has been filed on that pan?

yes, it is possible to surrender even you filed returns over that pan
First of all, why do you want to surrender ?? Only possible when 2 pan cards are made by mistake or whatsoever. If really such things happen then make an affidavit for that, get a signature from authorised signatory, then surrender 1 original pan card at your ward.
Surrender of pan card is one issue. Sec 139 stipulates certain conditions for maintaining pan card and other aspects.
