Submitting file otherwise is possible, but how in community, i am not able to find yet.

Is this facility is existing or not??

I found one way, not for posting the file but you can post link thru which we can directly access the file.

In message for discussion insert the URL and , then by clicking you will directly go to the file.

I think it helps a little bit.

I got it. For adding resource to your community, just go the file or forum or expert you want to add and theer you will see a button as +my community. Click on that that link will add in your community resources.
