Ya. But it says recommended, so I believe no violation if a CA does not follow it. So whats the purpose of such a limit?

First of all it is ICWA and not Ca.Ya there is no means of such limit for Ca and icwa in thier prescribed minimum structure of fees if they violate then it is ok both ca or icwa.
