Is it necessary to submit print out by post to the institute??

You should take printout
But some people are sending exam applications by post... Thats why I'm asking
clearly mentioned in the Guidelines:
Only Send a hard copy of the Exam Form IF:....
.....your Signature and/or Photo are missing from the form.
ELSE:....
.....No need to send a hard copy.
