Submission of claim to liquidator if liquidator appointed under companies act 1956

A company provide service to a company (Tulip Telecom Limited) and sent its bill to its the place of business in Mumbai from where Tulip Telecom availed the service.

Later Tulip Telecom Ltd closed the office in Mumbai. Then the service provider send the notice to its registered office address then it found that the company is under liquidation and the liquidator appointed as on 11-02-2016 under section 446 of Companies Act 1956.

My question is can the service provider claim its due as operational creditor from the liquidator under  IBC 2016? As on 31-05-2019
