and the file return button is disabled so what to do next ??

There is change in offline tool. new version is 2.2.3. are you using new version??
ALL INVOICES ARE PROCESSED BUT STATUS IS SUBMISSION IN PROGESS
Wait for it to enable. Today is the last day so it is taking time.
