Yes , it cover under section 9(3) which is never deferred. Section 9(4) inward from URD is deferred till 30/6/18 by vide Notification 10 IGST Act RCM Rate is 18%

If director paid employee hai toh seating free part of ctc dekha do... no Gst

Yes, RCM is applicable on Payment made to directors U/s 9(3) of CGST Act.
