Dear Sir, pls sugges stipend 50000 pm received by doctor for phd by government hospital or department is taxable income or exempt income

Yes, such work is in the nature of a full time employment and hence, is taxable.
Stipend scholarship is exempt under section 10(16)
The scholarship may have been given by Govt., University, Board, Trust, etc. is exempt to the fullest amount.

Stipend scholarship is given to meet the cost of Higher studies PhD , Mtech Mphils etc.
TIn your case it is Phd so fully exempt u/s 10(16)
