can a private limited company apply for strike off direct through STK-2 without completing roc compliance since 2016?

A Company cannot file the form STK-2 without completing all the pending ROC Compliance till date.

If company is not doing any business than it can go for strike off directly without annual filling but after cfss scheme bcoz this this scheme restricts the same.
