stamp duty on share certificate

Stamp duty payable on share certificate is Rupee 1 for every 1000 rupees consideration amount. Can anyone let me know the effective date for the same.?????

Allotment Case:

Date of Passing the resolution for allotment of shares

Transfer Case:

At the time of signing the transfer deed.

Dear Mr. Ankur

Thank u so much. I also want to know from which date (Effective Date)Stamp duty payable on share certificate is Rupee 1 for every 1000 rupees consideration amount. As earlier it was Rs. 2 irrespective of the number of shares held.
