Sr.citizen as per taxman's act is 60yrs. rules 65 yrs

In an office there was an arguement some arguing that senior citizen means those who crossed 65years , some arguing 60 years only. immediately I opened Income TAx act, by TAxman referred Sec 197A page 1.805 (as amended by Finance Act, 2012) i.e 60years. 

O.K.

in the rules book page(49th edition amended upto 5th amendment rules 2012) 1.773  under action points -point 1 i.e. 65years and page 1.771 (top) is 65 years.
