Sort term capital gains on sale of stocks when the total income is less than Rs.2,50,000/_.
Please clarify if the short term capital gains is less than the income tax exempt limit of Rs.250000/- then weather Short term capital gains is still payable?

No need to pay tax when your total income including STCG is below minimum threshhold limit.
Both are different and not that much interlinking so as you make loss you can carryforward loss
