Sir, if composition scheme is not valid for contractor how can they make return?

Sir, I want to know the contractor who bid a tender, and involve in man power supply & construction. They are very unorganized and they donot maintain proper bill ,what they will do in GST regime as they are not eligible to opted for composition schemed,which they earlier used to do.
