I would say "Earlier Better" and in your case as you said you're going to register in Jan2013(for the attempt May 2013) I think there might be some combinations in  your daily life or schedule that could delay your submitting the registration form  or etc. And look my friend Jan2013 would be a deadend to register for May2013, Exam wouldn't it ?

So you please register before Dec2012 and avoid any inconvenience and so regrets.

I myself have arranged all my documents and final registration form and going to submit tomorrow though my attempt is not near around.
