Service Taxable?

Hello,

          Mr. X  is a  person who takes  flats on leave and liscense from people. Now, Mr. X leves and lisences the flat to Mr. Z and other people. Mr. Z does these transactions with many flats . His services exceed Rs. 10 Lakhs. Approx. Rs. 15 Lakhs. Is it a taxable service.(this is not finance leasing). If yes, under which category, and what rate of service tax?
