My relative is providing 2 different services at a time.
service 1 - turnover is 850000/-
service 2 - turnover is 700000/-
is he supposed to get register and liable pay service tax?

If the services are provided by one PAN no then yes.
Services need to get registration other wise heavy penalty includng Jail will be there.
