What is provision in service tax for matetial supplied at free of cost by contractor to execute the work to sub contractor.? will the material cost net of VAT to be taken as Gross amount to charge the Service Tax?

Yes you are correct, provided that valuation of the service portion in relation to Works Contract is as per Sub rule(ii) of Rule 2A of the Service tax (determination of value) Rules, 2006.
