Whether service tax is payable by service receiver (manufacture) on labour charges paid on loading, unloading of raw material / finish goods and repairing of packing material used for product which are exempted from excise duty.

Yes ,Services receiver has to pay 75% of the total bill ( only labour as per RCM ) if provider make bill like 25% and 75%
In labour provider company is pvt ltd company than u have to pay as per bill attach no RCM is apply on that means no 25% 75% apply.
