Service tax departmnet is not updated with reverse charges

Hi,

Although the Government has introduced  the provision of reverse charge mechanism. But the department is not updated with the provisions and are not  able to resolve clients  queries.So the department is not updated with the same and expect our client to follow the provisions properly.

So what is government doing in order to updated the department with regards to same.
