Service tax department cannot issue tax clearance certificate. What comes before the department is the ST-3 filed by the service provider which contains aggregate value of services and tax payment details. Department cannot ascertain whether value of a particular work has been returned and tax thereon has been paid. Only option is to get a declaration from the service provider himself regarding tax payment.

there is no Service Tax clearance certificates. But in many cases the parties send the xerox copies of the challans. Even the ONGC also getting the xerox copies of the ST challans and releases the payments. You can even handed over the copies of the Service Tax returns after its filing
