Service Tax applicability on Insurance Referral Fees (NBFC)

NFBC engage in providing small loans in rural areas. They are getting Insurance Referral fees from ICICI Pru for referring their clients for Life Insurance. Is Service Tax attract on Insurance Referral Fees. This NBFC is not acting as Intermediary nor as Agent.

Please advice...........
