Dear Sonal,
Service tax is to be paid ON PAYMENT in case of Transporters also..
Further, GROSS AMOUNT(inclusive of TDS) is to be considered for Service Tax purposes and for abatement of 25%

Well said Amir.....GRoss is to be taken for abatement of 75%.
