whether service tax is lieved on tele-medicine services ?? Please guide

Could you explain tele-medicine service? You mean selling medicine over the phone?
Service tax is chargeable on all the services. Exception being those covered under Negative List. Service tax may be exempt basis the mega exemption for the time being in force.
