As per section 24 CGSt act :Registration is compulsory in case of sale made on behalf of E-operator
e-commerce sellers need not register if total sales is less than Rs. 20 lakh. Notification No. 65/2017 – Central Tax dated 15.11.2017..
Amazon & Flipkart will not onboard any merchant as a seller with out GST registration.(ir respective of your turnover ) as Ecommerce operator sales are all Pan India sales (not with in the state)
one can sell with their own web site with out GST (with in their own state may be)
