Self sealing for third party export

Dear all,

We are a manufacturer-exporter. We are self sealing our direct export and third party export consignments , now our excise department is saying self sealing is only allowed for direct export.

We searched through the net and found that self sealing for third party export is allowed but we could not find any notification number regarding the third party export sealing.

If anybody knows the notification no. please let us know.
