seizure of goods
According to sec 129 (1) a , " wher the owner of the goods comes forward for payment" in this case what constitutes 'owner' ? how to determine the 'owner' of the seized goods ?

the owner is supplier of goods.
yes.. but what information states a person as 'owner'..? coz if u cant establish the 'owner' then the penalty according to sec 129(1) b .. increase
if owner not present himself in the time stipulated by law, means u can't established the owner
