Suppose i m a selling goods through e commerce operator who is not required to deduct tcs. Then in that case m i compulsorily required to get registered?

No, not compulsory to get registered..
except your Turnover more than threshold as per Sec. 22 or otherwise as per Sec. 24 like inter state sale...ect
