what is the procedure for obtaining permission of development commissioner under section 10AA?

The assessee is an entrepreneur as defined in section 2(j) of SEZ Act 2005. Entrepreneur is a person who has been granted a letter of approval by the development Commissioner to set up a unit in a Special Economic Zone.
Yeah sir...but my question is which procedure has to be followed by assessee for obtaining this approval??
