As for scope,do you know Larry Page and Sergei Brin? They are co- founders of google,they both founded google when they were research scholars at Stanford.If you have done PhD in "computers",any software company will hire you.
There is no concept of regular classes in PhD,hence no concept of "distance education".
Yes you can join BPA Educators, they have many online computer courses.
Yes, you can definitely study abroad for a PhD in Computers. There are various websites that offer distance education for the same. I think you could check out Edx or Coursera as well.
