It's Mandatory for all company.
Class of companies for which a form of balance sheet has been specified in or under the Act governing such class of companies are not covered under Schedule VI of the Companies Act (eg.:Banking Companies, Insurance Companies, Electricity Supply Companies etc...)

No. Refer Sec.211(1), it specifically excluded some companies from applicability of Schedule VI.

The section itself is giving exeption to certain companies, please refer. These compaies are also registered under the companies Act.
I agree with Srinath but for that type of company different format as per laws applicable to it's R provided,Such as Banking Regulations Act..................provide format for State of Affairs of Banking company.
