they may deduct TDS irrespective of 'caste' if amount comes with in the TDS limits but they can submit form 13 stating that they are not having taxable income. form 13 is self declaration form that has to submit to the jurisdictional ITO and get certificate for non deduction of TDS. and submit the certificate to office so that they won't deduct TDS.
