Please tell me the date on which Surcharge and Education cess will not deducted from the Income which is liable for tds.

Many are saying 19th August, 2009 the date of passing of the finance bill whereas i suggest for a safer side from 01.10.2009. I say 01.10 as from that date it is sure that Surcharge, EC & HSEC has been removed for TDS payments.

New provision of surcharges and cess will be applicable from 01.10.2009.
the date is 1st oct 2009
