Saturday holiday
Should there be holiday on 2nd And 4th Saturday as is the government practice for Articleship period? Or had it been declared by ICAI already?

There is no holiday on 2nd & 4th saturday in Articleship irrespective of the fact that there is holiday in Public Sector.
