On occasions we used to collect samples of our competitors from our customers to sent it to our company for development purpose. Please let me know how to book it. Should I make a delivery challan? Any is there any impact of GST?? Our manufacturer is outside of our state

No you need to issue invoice for the same & shall take invoice from your customers.
As per your query the sample collected is send to manufacture for development process , means the sample is not condition to return back to customer.
Hence its an supply & tax invoice shall be issued
