If you mean to say salary 28K PM; the net tax liability after considering rebate u/s. 87A would be NIL.
Yes, the next tax liability will be nil with a Salary of Rs. 28,000 per month.
But if your Gross Total Income exceeds Rs. 2,50,000 then you are liable to file return of Income.
