1)can salary can be calculated from the detail of salary slip... instead of form 16 ?
2) and some allowances which r exempt upto actaul expenses, then tht amount to be shown in the non taxable allowances.... and remaining part in taxable? ....or it should be according to form 16 by employer

If form 16 is provided by employer.... follow that. (even if that may cost you little more tax payment)
Now-a-days notices from ITD for mismatch of income as per form 16 or form 26AS are inevitable.
For major difference, or any incorrect data, get it rectified through the employer/accountant.
actually he is not doing work in tht company, but he have salary slip, with brief detail.... basic, PF, allowances.... etc

and for example... uniform allowance is Rs 500 and Rs 300 is actual expenses then.... 300 will be non taxable and 200 is taxable? is it right to calculate salary like this.... or only from form 16 ?

Yes Thats right.....
It means his salary income is below 2.50 lakhs (after deductions) so no TDS deducted, and no form 16.
he is receiving aprox 23000 p. m in bank account
and yes there is no TDS in 26 AS
so ITR can be filled on behalf of this salary slip and calculation as i told?
